Server 2003 User access

[Server 2003 Lab]

All users are denyed access to a shared drive (D even
when they are given permisions to the drive. Only domain
admins are alowed in. When i change permisions on the
share I get a "Shared for administrative pourpouses"
cannot change permisions.
So I added a value to the registry so administrative
shares do not share the file.

Problem 1: If I re-share it as D$ then it turns back to
an administrative share and denies access to all but
domain admins.

Problem 2: If I share it out as just D and not D$ then all
users can access it properly except for FTP users who are
not domain admins.

Any help would be appriciated.
