Server Access Denied

I'm trying to publish to my web site. I have "Published to the web" and saved
with "index" for the name of all the files. I can see the index.htm file. I
upload with Cute FTP 8 and all I get is a 403 forbidden access error

In addition you might review the instructions for uploading by your web
host. You may have written the ftp address or password incorrectly.
