Server Distributes Work Hours Incorrect ?

Hi, After publishing Project to the server, Work Hours of resources are non
leveled. Before publication, I arranged all work Hours of res. to be Offline.
After that, when We publish the project, some conflicts arouse. Res. are
reddened. I have 46 res. , 6 major, 52 detail tasks and 3 yrs sched. Please
let me know how can We fix this issue? Thanks
