Server error: Error occurred while retrieving the list of users from the system

I'm using FP2003.

I published a website to my localhost and when I attempt to view it it says
I am not authorized. So I went to Tools/Server/Permissions. I added the
Administrator account that I log in as and I still get the same error.

My Notebook can log into a domain as well as local. When I attempt to add
users from the domain I get the error:

Server error: Error occurred while retrieving the list of users from the
system.

What can I do?

Try adding localhost to the trusted sites in IE.

In order to do that it's telling me that I must use https and this is on my
notebook. Can I make it a https site?

Clear the box labelled: "Require server verification (https for all
sites in this zone" on the Add sites window.

You need to delete it and then re-add it with the checkbox cleared.

After removing/reinstalling IIS it's now working.
