Server not found OL2000 that used to work!

I have 2 machines running WinXP with ICS. The ICS works fine. Until about 2 mos ago, I could send/receive email in OL, but suddenly this changed
[The server could not be found. (account: 'pop-server', SMTP Server: 'smtp-server', Error Number: 0x800ccc0d
due to other probs, I did a clean install of WinXP, etc. I set up the email account the same as on the other machine.

I can access the internet, but still can not send/receive email in OL. Tech support at my ISP was no help.
