Server Software Sizing

I'm trying to make a best practices chart on which server package to select
based on number of users. (I'll deal with the other factors later) The users
would place a "medium" load on the server in terms of network traffic,
database access, etc. Assume the hardware can handle a large Server 2003
Enterprise domain so it does not pose limitations. The Server packages I
would like to profile are:

Workgroup:
Windows XP Pro
Win 2000 Pro

Enterprise:
Win 2000 Adv
Server 2003 XP Standard
Server 2003 XP Adv
Server 2003 XP Enterprise

Can anyone tell me the max users or point me to documentation so I can fill
my chart in? I'm just looking for practical rule-of-thumb numbers.
