Server - WSS synchronization problem

New WSS site create with new project, but project resources are not being
added to new WSS site automatically. The appropriate checkboxes at the
bottom of the "Site Provisioning Settins" webpage are marked. I can achieve
the correct users setup by manually using the 'Synchronize' toolbar item on
the WSS sites webpage.
