Whenever you try to track or identify risks, Microsoft
Project tells you that you need to collaborate and use
Project Server. I do not need to use the server. Is
there any way yuo can turn off this feature? I do not
recall Project '98 or '02 having this feature. It only
becomes a headache.

Please advise.

You can only use these features if you're running project
server.

I'm not sure what you're asking, but if you want to
remove Issues and Risks from the Collaborate menu, open
Tools, Customize, then (with the customize dialog box
open) select Issues or Risks from the collaborate menu,
right click and Delete.

Thanks for the reply. I am trying to run and identify
risks. However, I am not running project server. Can
you still identify risks without having project server?

No, the collaborative features (issues, risks, and
documents) are available through project server only.
Just an fyi, the risks feature doesn't search for or
identify risks analytically; instead, it allows you to
notify project members of a risk.
