Service Pack 1 and 818529 Patch error Please Help

When I install ie6setup.exe service Pack 1 for internet
explores 6, in states it's complete. When I go to install
the patch q818529.exe it states "internet explorer
requires 6.0 Service Pack 1 to be installed. I have
windows me. I do not understand the problem here and
would appreciated some advice on what to do to solves the
above issues. I have restarted my computer after
installing the ie6setup.exe and nothing seems to help.

I appreciate any help, very desperate.
