Service Pack 3 Needs to be easier to download

I have tried now for 3 days to download Service Pack 3. My internet
connection at it's best is 24.0 Kbps. I have been disconnected 3 times and
had to start ALL OVER on my download. Is there no way to make it downloadable
in pieces or some way to make it start from where the download left off?
