Service Pack 3 Not Installed

I hope I'm posting in right area. I am trying to install a program that
required Net 2 fx, , but was advised I needed to have on board newest
versions of Microsoft Installer, and Service Pack 3.

I went through all the download procedures, and verificatons, etc., and gat
a successful install notification. Yet when I went to run the program, I was
told that net2fx was needed, and I needed to install SP3. When I went to
re-install sp3, it said it was already installed. Yet each time I try to
run the program the same message keeps coming up. as follows:

The dynamic link library mscoree.dll could not be found in the specified
path C:\My New Downloads\Visual Menu
Maker\vmm-pro;.;C:\WINNT\System;C;\WINNT\system;C:WINNT;C:WINNT\system32;C:\WINNT;C:\WINNT\System32\Wbem

I wrote to the tech people and they say I need SP3, which is installed, but
not being recognized.

I am running Windows 2000 Pro, with MSO 2000 Pro, hopefully with SP3
installed. Any help or guideance would be appreciated.

In and Office application, click, Help, About.... then read the line at
the top to see whether you have SP2 or SP3 installed.

According to the MSO "About Screen," it shows that SP-3 is installed, yet I
keep getting an error Message that says it isnt.

MSI30 - KB884016 SETUP ERROR

a lower number service pack has been detected. You need to install
service pack 3.

Yet when I try to re-install SP3, it shows that it is already installed?

Perhaps you need to go back to the app you are trying to install tech. If
Office/about states sp3 then it is installed correctly.
Google gives 789 hits for this err msg
