Service Pack 3 not installing for Outlook 2000

I just downloaded and tried to install Service Pack 3 for Outlook 2000. I
get an Office 2000 Service Pack 3 error message that read, "The expected
version of the product was not found on your system".
I am running Office 2000 with Outlook 2000 (9.0.0.2711) Internet Mail Only
The Service Pack 3 file that I'm trying to install is named:
O2kSp3.exe
Do I need to install Service Pack 3?
If so, how can I install Service Pack 3?
