Service Pack 4 CD Required?

We are trying to deploy FrontPage 2000 to our users.
Anyone that has Windows 2000 Service Pack 4 installed
cannot get Front Page deployed.
When the install starts, it says "Service Pack 4 CD is now
required to install files"
We need help as soon as possible.
