My client just received a new cd of Project Server and I was wondering if
Microsoft includes all newly shipped out cd's with the most recent service
packs? Or do we install the new sp2a and is it recommended?

The CDs do not include the latest Service Packs.

Yes, SP2a is recommended for Project Server. And SP2 is recommended for
Project Professional desktops.
