In the MS Office X menu under <program name> Services - Mail there are
two selections Send Selection and Send To. Both these choices are dimmed
on my menu. How do I activate them?

You simply can't. Word does not support Services.

What about from within Safari. If I want to email a page is there a way to do

Someone may have wrote a patch for Safari that does that, I don't know. The
Mail services (Safari>services>Mail>Send Selection) in Safari call on
Apple's Mail to open, regardless of what you have as your default email app
in Mail's preferences.
