set a ribbon tab to be after all AddIn tabs

Hello Dave,

Based on my research and test, this objective cannot be achieved. Office
Ribbon controls and elements only have relative position to Office default
elements. That is to say, we can only specify InsertAfterMso or
InsertBeforeMso to make our tab to be inserted between two Office default
tab. But there is no guarantee that an AddIn's tab will appear before
another Addin's. Actually, based on my test, it seems that last loaded
Addin has its tab right most.

If an end user installs many Office AddIns, I think he or she should master
to find the desired function on a tab on his responsibility.

What we are doing is like the table design tabs - when a user is on
our tag we make our design tab visible. When they are off the tag, we
hide it. To match Office I think those tabs should be rightmost.
