"set default access" is missing

In order to make Media Palyer my default player "Help" gives instructions to
do this by: go to Control Panel; Add/Remove Programs; then, click on "set
default access". There isn't a "set default access" button when I open
Add/Remove Programs. (I only have: "Change & Remove," "Add New Programs,"
and, "Add Remove Windows components."

We have Windows XP Professional 2000

How do I make the Meida Player my default -- where can I find the "set
default acess." btw, when I open the Start folder, sometimes I would see an
incomplete icon and when I click on it nothing happens.
