Set default language; Visio Pro 2003

How do I set the default language for Visio Pro 2003?

I have created a new document and ensured that the document language is
English (UK).

However whenever I create a new text item in Visio, it sets the language to
Spanish. Even worse, if I even change the text in an existing item, it
CHANGES the language from English to Spanish!!

I think I have looked under every menu for language options, and ensured any
I found are set to English (UK).

I have deleted all languages from the Office 2003 Language tool except
English (UK).

I am pulling my hair out. What have I missed?

as preface, I have never used anything but the US version. It sounds like
you have purchased a Spanish language version of Visio.
