Set Default Text Format

Is there any way to make Visio always start a text box
formatted with the horizontal alignment set to Left & the
vertical alignment set to top?

Yes. Make sure there is no selection in the diagram. Then go to Format >
Text and set the formatting to anything you like. All future text boxes
will use these settings.
