Is it possible to set permissions on OneNote so multiple users can edit one
document that's posted on a sharepoint site?

Yes.

It should be that way by default if I recall correctly, though I haven't
tried it myself in a while so I'm not positive.

You share the onenote with anotheruser by sending an email with a special link.
