Set permissions to projects

Just wondering, is it possible to lock a project that has been saved onto the
server. For example set permissions so that some people (mainly
administrators) can open all the projects and resources cannot.

If so, how do u do this?

By resource do you mean Project & Resource Managers?

There is way to do this. I'd always prefer to create a new category for this.

Go to PWA > Admin > Manage Security > Categories.

1. Create a new category. Assign it a name with description.
2. Assign group/s (rather than users) to that 'Add category' page. Add those
groups whom you want to deny access to project/s. In this case your resources.
3. Under permissions section check Deny for 'Open Project' & 'Save Project'
4. Under 'Projects: Select the projects that users in this category can
view' select 2nd option whcih is 'Only the projects indicated below:'. Then
add the project/s to 'Projects in this Category' on right
5. Click Save changes at the bottom.

Doing so will deny those groups (added in step2 above) from access to
project. Make sure you don't deny legitmate users by doing this.
