Set screentips on toolbars as default for all letters

When we set the screentips on toolbars and show shortcut keys in screentips
in a document, the setting goes away for the next document and has to be
reset. How do we keep the setting as the default for all documents?

Please describe how you're setting the screentips + shortcuts and tell us
which version of Word you're using.
