I'd be grateful if someone could tell me how to configure Word 2003 so
that when I click File>New, I will see
the list of templates on my computer instead of the menu that shows
"Templates on Office Online," etc.

Open the Tools > Customize dialog and click the Commands tab. Set the
category to All Commands. Find the FileNewDialog command in the right-hand
list, drag it to the File menu, and drop it there.

The name that appears on the menu is Other... . Right-click the menu item
and change the Name box to something like New From &Template. (The ampersand
causes the following letter to become the underlined accelerator for the
command, so you can invoke it with Alt+F, T.)

The command can also be added to the standard toolbar by dragging and
dropping it there.

Since the FileNewDialog button is the only one I use (I immediately delete
FileNewDefault), I just copy the button icon from FileNewDefault or FileNew
and paste it on the FileNewDialog button).
