Set the header's Keep Together property

I got a great recommendation of setting the header's Keep
Together Property to only print the header if the detail
section contains at least 1 record on the current page.

Does anyone know of a way to code this?

Here is the problem:

Header Field

----------------------------------New-Page----------------

Header Field (Again)

Name
Address
Phone

I want to get rid of the Header Field on the first page
with no information below it.
