set the number of detail rows

I have data in a table that needs to fill out a specific form. The form
allows for 8 rows. Sometimes the data will want to have over eight rows and
sometimes the data will want to have less than at rows.

I need to force 8 rows, even when there is only 4 rows of data, and I need a
new page to start when there is more than 8 rows.

Any help would be greatly appreciated.

I would try move the detail records to a subreport. Set the subreport height
to accomodate 8 rows in your main report and don't allow it to grow or shrink.
