Setting 24 calendar for a project

I want to know how we can set a 24 calendar for a project
(or it's resources) before it is opened.

Sounds silly, but we are actually opening a CSV file not
a project per se, and by the time you have it opened in
project it has already assumed a standard calendar and
truncated all the tasks to start at 8 am.
