Setting behaviors to affect elements in separate frames?

I've put together the structure of a website I'm building for my employer. To
get the look they wanted I used frames.

Now I've been asked to add menu leafs or screen-tip layers that pop-up when
you mouseover particular hyperlinks revealing sublists of more hyperlinks.
The only way this will look correct is to have the layer "appear" across one
frame border and into another.

It seems that FrontPage views each frame as a separate page and so it's not
letting me create a behavior in one frame that triggers an affect in another.
I want to insert a 'mouseover' behavior to a main hyperlink in one frame
that will trigger the hyperlink sublist menu to appear directly below that
main link...which means it must appear in the frame just below.

Any suggestions for accomplishing this? Or for creating a reasonable
facsimile of what I'm trying to do?

Has nothing to do w/ FP or any html editor
Frame are Windows and content of a window can never cross into or over other windows

You can however create DHTML in one frame (window) that triggers and event in another frame (window) of a frameset
- you would need to modify the script to reference the correct frame (window)
- or try some of the frames based DHTML at http://www.dynamicdrive.com/dynamicindex8/
