setting breaks on groups

Hello,

I'm having a problem with a report not starting a new page
on a break. Under the sorting and grouping for the
particular field I have the following set:

group header: yes
group footer: yes
group on: each value
group interval: 1
keep together: whole group

The problem that I've found is that with less than 5
records that qualify, the next group is printed as part of
the preceding group.

I feel that there is something else that I need to change,
but can't find it. Any help would be appreciated.

There are several methods for starting each group on a new page. I generally
place a page break controll at the absolute bottom of the Group Footer
Section.
