setting criteria in a query

I have a query that has multiple criteria set for it and
for some reason it is not working. There are four tables
contained in the query and they are all joined together.
For some reason the query is not even looking at the
criteria.

Do you have any ideas on how I can troublshoot this
problem?

Well, Build a new query and start slowly (one at a time).
If the criteria is having problem. Then just do 1
criteria and see if you have the right result and add
another and check, and so on. Then you will know where it
is borken.
