Setting date format to project file not user's options

Is it possible to set the date (and time) format to the project file so that
whoever opens it will get the same format, regardless of how their "Options"
sets the date format?

Hall,
The Date Format in Tools/Options/view tab is a Global setting (i.e. not
specific to the Project file). If everyone who opens the file had the
same Global file, the Date Format would be the same.
