Setting "Download Picture in HTML Mail" security option through OR

I am using group policy to deploy Office 2003 and have used the Office
Resource Kit to create the necessary custom installation file. However, when
the package is deployed to the end-user the correct settings for the
"Download Pictures in HTML E-Mail" options in
Tools-->Options-->Security-->Change Automatic Download Settings are not being
applied correctly. I need my users to be able to view images in their e-mail.
Am I doing something incorrectly or have I missed a check box somewhere?
