Setting form area to a fixed size

Sorry for the newbie question but....I am somewhat new to forms development
and I am only finding bits and peices concerning this issue.

Can anyone tell me how I can go about setting the size of varius sectionsof
a form so that it does not change depending on the data. We have an
invoicing routine that provides line items and if the form has 1 or 12 items
we would like the footer and detail sections to appear in the same place on
each form. Right now they move base on the number of lines that appear on
the form.

Any help or direction to help would be appreciated.
