Setting Inter-user Access Permissions

After installing XP Home SP2, a number of harmless
programs will no longer work on limited user accounts.
It is important for the accounts to remain limited, but
is it possible to manually allow the certain programs to
run? Perhaps they are all trying to access a driver that
happens to be protected?
