Setting new COLOR_APPWORKSPACE in Access 2003

Is anyone else having trouble setting a new COLOR_APPWORKSPACE in Access
2003. I can set all the other colors except this one. I am also using
WindowsXP 2003 Professional. Can this be an issue? I noticed that when I
tried to change a color scheme with a gray application background to another
background color it will default back to the original gray.
