setting options programmatically

We have an add-in for Project Pro 2003 that is used to set options
programmatically. It uses the OptionsGeneral method documented here...

In question is the 'SetDefaults' parameter. "True if the values of
AutoAddResources , StandardRate , and OvertimeRate are used as default
values for new projects."

This parameter does not work anymore (I say 'anymore' because it was working
up until about two months ago). Are there any known issues with this method
or has anyone else had similar problems?
