Setting Permissions on MS Project Server

I am trying to change permissions on MS Project Server. When we
initially setup permissions we denied team members the ability to
"Create New Task or Assignment"; I am now trying to allow team members
to "Create New Task or Assignment", it does not appear to be working.
I have done the following:

-Verified "Create New Task or Assignment" is allowed in the Server
Configuration screen under Select the features that you want to make
available to users in Project Web Access
-Verified "Create New Task or Assignment" is allowed in the Team Member
Group Permissions
-Verified "Create New Task or Assignment" is allowed in the Category My
Tasks which is the category associated with Team Members.
-Verified "Create New Task or Assignment" is allowed in the Security
Template for Team Members.

I am expecting that once these permissions are set I will see the
following options under the task view for team member in PWA:

Create a new task

But the option is not shown, am I missing something or doing something
wrong?
