setting read-only rights on project server

Hi to all,
I would like some advices or a step to step guide to set an
'architecture' like this:

there is a project A and two groups of people: the former should be
able to read and write the project A, the latter should only be able to
read it without modification rights.
I read the projectserver guide but I can't succeed in setting up the
groups, rights and users to go over my task.
Any suggestion will be appreciated!!

Create a Category (I'll call it Category A) that contains Project A and also
(optionally) any PWA views you'd like users to be able to use to view the
project information in PWA.

Assign both Group 1 and Group 2 to Category A. Select Group 1, and in the
permissions box, check the Allow boxes for both Open and Save. Select Group
2, and in the permissions box, check the Allow box for Open, but not Save.
