Setting Recurring appointments around Holidays

I am trying to figure out how to see a yearly calendar in
Outlook 2003 in the recurrence window.

We recently migrated from GroupWise and I have users who
need to set up weekly appointments for a full year. These
appointments are on Mondays. Since many holidays are
Mondays they need to set up the appointments that fall on
Monday holidays to the following Tuesday. We used to be
able to do this in one screen without manually going back,
looking up to see if the Monday is a holiday and then
moving that one meeting to the following Tuesday. Does
anyone have any suggestions.
