Setting Reminders

Is it possible to send an automatic email on the following conditions ?

1) email to all resources who did not fill in the weekly timesheets
For example: the rule is that everybody fills in the timesheet on Friday. If
it is not done, the resource receives an email on Monday to remind him. This
reminder is sent every day as long as it is necessary.

2) email to the project manager when a task is 100% completed.

This is not something you can setup within the application interface, but
you could code a solution to do this.
