Setting Resource Hours

We would like to block out each of our resources for 20 Hours per week
for day to day tasks, allowing 30 Hours per week for project work.

How do you edit resource hours, to show that they only have 30 hours
available in a week, instead of 40 hours?

We are using MS Project Server 2007.

When you say block out, do you not want to track the blocked out time, if so,
then do not change each resource, rather create a project calendar set for 6
hours per day, 30 hours per week, and assign that to the project, then you do
not have to manager every resource.
