Setting so the cursor moves selected shapes

I like to throw my shape on the page and then use the cursor to put them
exactly where I like them. Sometime through a series on unknown clicks and
drags I loose this ablility. The cursor moves the entire page instead of the
element or selected elements. The only way I currently know how to fix the
problem is to shut down windows and restart everything.

I have literally been through every menu item to find this navigation
setting, but it eludes me. Hopefully, someone out there can set me straight.

I don't think this is the answer, but could it be the mouse ? Is there a
ball in the mouse ? In that case the rollers have to be cleaned regularly.

It sounds to me like you have accidentally turned on your computer's Scroll
Lock feature (I've done this).
