setting tabs in the ruler is sporadic

When I open a blank document in Word X, I can set tabs by selecting the
one I want in the upper left corner and clicking the desired place on
the ruler. But when I open an existing document, I can't do this.
Nothing happens when I click on the ruler.

Any ideas/suggestions would be much appreciated. Probably something
simple I'm missing here.

Thanks!

Further experimentation: The text of my document is 4 in. But in the
ruler, 3.5 in. are white and the remaining .5 in. is shaded blue. The
right indent marker is in the blue area at 4 in. I can't create tabs in
the blue area, which is where I want them.

Why, when the document settings specify a width of 4 in., is the usable
area only 3.5 in.? How do I make the usable (white area) large enough
to accommodate tabs?

Lots of questions. Hope it isn't too confusing. :)

Hi Stephen:

Look in the Word Help for the topic " About page margins" and "Ways to set
page margins".

This will explain how it works and how to fix it.

Cheers
