Setting TASK_DUR_IS_EST

I have code which sets this property to true for a newly created task,
however when I review the resulting project using the ProjTool, it is not
set. The project and its tasks are being created via the PSI w/o any errors
being reported. Anyone have any idea what I'm missing?
