Setting the order of printout in a mail merge

We are printing awards for our school population. Our Access 2003 database
is the data source. When imported, the pages are sequenced by the "teacher
name" field, which has some advantages. However, when it is time to create
the awards for printing, we would like to change the order so that it is
printed by another field, "student last name". We tried the Word merged
document with sort and other commands, but it just scrambles the document.

Set up a Query in Access that puts the records in the order that you want
and use that as the data source for the mail merge.

We have tried that and it did not work. It should work - we never figured
out why. My colleague did something roundabout which did work (about the
same time as I made this post). He exported the query to Excel, made the
fields into lists, and then used that to make a new database. Doesn't seem
very efficient, but it got the job done.
