Setting the scrolling trigger

It has lately started bugging me that the insertion point ends up at
the last line of the window after inserting a long paragraph, or even
while doing fairly simple edits.

I would like the screen to start scrolling when there are 10 or so
lines below the insertion point so I get a better idea of where I
really am in the document.

Does anyone know how to control the scroll onset so it does this?
