Setting up a template?

How do I set up a template for 101 pages of a book? It's a fairly simple
layout - one quotation per page, with an attribution, maybe a repeat of the
book title on each page - but the books are printed "two-up". If I get one
page set up, how do I add duplicates of this page to my document?

Some artistic elements on pages need to bleed.

Then I need to convert the whole thing to .pdf (hopefully with cutepdf) to
send to POD printer.
