Setting up "fill in the blanks" on a document

Hello all ! I work for a non-profit organization and was approached by one
our case managers with a question. How can he set up a document that will
allow his clients to tab from one space over to another? In other words, just
as if they were filling out a regular hard copy of a document; is there a way
instead of having them use a mouse to click from one space to the next, can
they tab over and "fill in the blank" after every entry? In addition, can we
save this as a templete and what is the process in doing that?

Any help would really be appreciated! This would save us alot of time.
