setting up outlook colours rules

firstly i would like to know how to setup correctly the outlook colour rules?
I would like priority emails to be sent as Red.

I have tried but even though my colours organising thing says that emails
sent only to me are coloured they’re not. All the other colour rules I have
are working fine

I am using outlook 2003 and windows xp sp1
