Setting up Outloook profiles

Company has a lot of turnover and employees change office a lot. Too little
bandwidth for roaming profiles.
What is the most efficient way to create the users Outlook profile when
they move to a computer that is ready to be used otherwise?

Is it possible to setup a roaming profile that only contains Outlook
profiles? Windows 2000/2003 domain, Outlook 97-2003 XP Pro clients.
