Setting up RPC over HTTP on Outlook 2003 and Windows 2000

It was my understanding that I could run office 2003 on
Windows 2000 SP3 or later. However, I was looking through
RPC over HTTP documentation and noticed that under
requirements it mentioned Windows XP SP1 or later. So,
what do I actually need to get RPC over HTTP working? Do
I really need XP sp 1 or can I download some libraries do
get it working?
